The meeting was called to order at 7:05PM by the the president, Paul Jones at the TurtleRock Community Park, 1 Sunny Hill, Irvine.  The minutes of the September 13, 1999 were approved as submitted.

COMMENTS FROM VISITING MEMBERS
 TRBM #198 asked teh Board to reconsider the installation of a new tot swing set at the Emporia Park.  The member has offered to purchase the swing set.  The Board infored the member that the money was not the issue, however any new installation has to met the current safety and health codes.  Managment will be chekcing to see if there is enought room to add another swing set and that it meets the required codes.

Several member expressed concerns tghat the association is paying an attorney to protect a Board member from a homeowner.  The members feels that it is a neightbor to neightbor issue and that the association should not be paying for the attorney.

 TRBM #265  reported that there are several light out at the Emporia Park.  Management informed the member that all of the light are in need of replacement and at this time they are repairing them as needed.  In addition, the member reported that a portion of the block wall behind his home is in need of repair. Management as well as a general contractor will be walking all the walls and noting which are in need of repair.  The member also noted that he is against the proposed question of whether or not to install entryway signs at Grossmont and Emporia.

 TRBM #52 (Tony Esporma) agrees with the Board and Managment that is would be a good idea to have the CC&R's reviewed and revised and to clarify somegray areas as previously suggested.

Mr. Harle of Harle, hanics and Kannedn responded to member questions as to what is going on.  He stated that a homeowner was harassing a borad member and his family.  He also explained that negotiations settlements are ongoing and that a final judgement would be rendered on October 13, 1999.

 TRBM #143 asked  the board who [had] hired Mr. Harle and why, considering that thre is already an attorney the association works with.  Management responded that the Association does work with other attorneys, however it was for assessment collections and that for any legal matters the Board was free to hire who they wanted.

 TRBM #65 (Thom Kanaan) inquired as to a notice that was in the newsletter regarding trashcans and signs.  Management informed him that it was placed in the newsletter by the Park and Recreation as a community information issue.  The question was asked if a sign could be placed in a yard while working on the project and Management said 'NO', that iw was a city violation as well as a CC&R violation.  In addition, the member would like to be placed on the ballot for the upcoming electoin.

LANDSCAPING:
Mr. Jones asked about the red plant at the Emporia Park entryway bed and would like anotyher opinion on whether it should be removed.  Mr. Gibbons will be checking the plant.  Seacrest landscaping will also be notified to clean up both entry beds.

FINANCIALS
Mr. Jones moved to approve the Financial Report for the months of August and September.  Mr. Luff seconded and the motion passed unanimously.

ARCHITECTURAL:
Haeri, 5432 Kenosha, paint.

OLD BUSINESS:
At last month's meeting managment presented the Board with a bid and sample light to replace the existing lights at both Grossmont and Emporia Parks.  Management was asked to obtain the warranty information -which was provided.  The warranty of the product itself was 1 year.  For the installation and maintenance it was 2 years.  Managment suggested the light sample be installed for homowners to view.  Mr. Luff moved to have the sample light installed at the Grossmont Park (the first light as you come in into the complex) at an installation cost not to exceed $200.  A notice will be placed in the newsletter asking homeowners to submit their opinions in writing. After a brief discussion the motion passed unanimously.

MONUMENT SIGNS
The board has decided to table the issed of the installation of monument signs to a later date.

 TRBM #65 asked when the City was going to begin resurfacing the streets in Turtlerock Broadmoor.  Management informed the member that it  would probably start in mind November, however no firm date has been set by the city.

In addtion, the member inquired as to the situation with  TRBM #92 and the leaning wall.  Management informed the Board and the member that they are working on the water issued and they have been digging pits to determine where the water is coming from.  IRWD has indicated that there is active ground water in the area, however, testing is ongoing.

NEW BUSINESS:
SWING SET:  In regards to the request to have an additional tot swing set installed at the Emporia Park and the board decided to ask for the input form the members.  A notice will be in the next newsletter asking homeowners to please send their comments in writing.

WALLS: Management reported that there was one area in need of immediate repair, the section of wall will require fixing three (3) loose bricks and should not cost more than 300.00.  Mr. Jones moved to approve the request, Mr. Gibbons seconded the motion and it passed unanimously.

TRBM #143 reported that the City will be starting  work along Culver  much earlier than expected, however a firm date has not been provided by the City.

There being no further business to discuss the meeting was adjourned at 8:10PM.  The next regular meeting will be held on Monday, November 1, 1999 at the TurtleRock Community Park, 1 Sunny Hill, Irvine at 7:00PM.
