Unofficial Newsletter
Introduction
The board meetings are sort of controlled by an agenda
that lays out the sections of the meeting. The agenda has changed
over the years. The byproducts of the meeting will be a set of decisions
(or non decissions), some promises and a newsletter. The Board is
privy to more information -ie: the management report- than the members.
Furthermore, members are restricted to a three minute statement at the
beginning of the meeting and are not encouraged -on paper not even allowed-
to partake in the discussions of the Board.
It is enlightening to attend these meetings, because the level of heckling,
banter and interjections from the audience provides a wonderful balancing
act to the efforts of the Board Members and the Association to control
the floor and the discussion. None of this is captured in the newsletter.
In fact, you may have noticed that as of late 1999, the newsletter stopped
using member names in the newly coined 'Homeowner's Forum'. This
was done due to 'privacy concerns' even though using member's parcel
lot numbers is public knowledge.
Often the Board will resort to 'executive sessions' where they are supposed
to discuss legal, personnel and Management association isssues only.
The minutes of the executive sessions are not released.
The unofficial newsletter format follows that of the official newsletter
but attempts to present a more complete and impressionistic snapshot
to give the reader a more complete understanding of WHY things are happening
not WHAT happened. As such, some level of bias from the 'reporter' is unavoidable,
the first three reports were prepared by Tony Esporma. Before
any one complaints about this bias be aware that the webmaster will accept
volunteers to produce these reports and so long as the bias is not too
heavy will provide the forum. This is not an easy job, believe me,
so before any one that wishes to complaint should be prepared to attend
the board meeting and provide a detailed report.

The Board refuses to use member names on the newsletter and sticks to Lot
Numbers

The Board sticks to its handpicked committee to change the CCRs, no open
call for volunteers. Earl and Paul promise to hold public hearings as the
committe goes along. Earl states that the Board won't make the decissions.

Paul Jones refuses to discuss the timing of Jim resignation and why he
handpicked a replacement when we just had an election with record turnout
and nine candidates.

A lively discussion about why the Board can not discuss legal issues and
about how the Board may or may not "grant" "requests from a member".

Two people using audio recorders during the meeting. Are they illegal?

Nothing on the Park lights.

Nothing on the swing sets.

No news about the Board's Lawsuit against El Zorro.

Early dismissal so that the Board can go into executive session to discuss
those "legal issues".

Just two weeks after an election that saw the incumbent board reelected
amongst a field of nine candidates, Jim Gibbons resigns and the Board appoints
Paul Jones's own candidate.

Paul Jones appoints a hand picked committee to review the broadmoor CCRs.
This committee includes the president of the Park and Recreation Board.

The Board is informed that it can change the CCRs without a formal vote
from the membership and legal ways are discussed to seek court approval
in the event of vote shortfalls. Legal costs should then be spread
out over two fiscal years to minimize impact on the budget.

Mike Barber asks for Association help in dealing with the Culver
construction project.

The Walls continue to be a sore point. The Board doesn't have the
money to fix them nor to pay for another board survey to inspect recent
damage.

The Park lights are yet to be approved.

The Swing sets do not fit and it may take up to $5000.00 to make the needed
changes.

No news about the Board's Lawsuit against El Zorro.

November was a very busy month. We had both the regular meeting and
the annual election of Board Directors. Normally, the annual meeting
is held immediately after the regular meeting, but this year the Board
delayed the annual meeting for reason's unknown.
