Construction along Bonita Canyon Road.

Dear Turtle Rock Neighbor:

After years of comprehensive planing and community consultation, Irvine's next two residential villages -Turtle Ridge (formerly referred to as Planning Area 27 ) and Shady Canyon -will soon be taking place.  During the next several months, you will begin to see infrastructure construction activity that is necessary to serve these villages.  As this occurs, we are committed to do as much as we can to minimize inconveniences to you through effective construction management, coordination and communication.

I am writing to apprise you of some upcoming construction milestones and our plan to establish a communication program to regularly keep you informed and to answer your questions throughout the life of both projects.

The first phase of construction activity that you will see will be the installation of utility lines along Bonita Canyon Road.  Irvine Ranch Water District ( IRWD ) will begin in March to install water and sewer lines that will eventually server Shady Canyon and Turtle Ridge.  The Shady Canyon community will open prior to Turtle Ridge, but this utility work is being consolidated into one construction project.

After consultation with member of the community who participated in planning the Turtle Ridge community, and discussions with the City and IRWD, a decision was made regarding the implementation of this project.  While sufficient time exists (approximately 18 to 24 months) to install the utilities in Bonita Canyon Road and restrict travel on the road with traffic signage and flagmen, the consensus among all parties was to allow closure of Bonita Canyon Road between Culver and Sunnyhill to reduce construction time third, provide a safer path of travel, and minimize inconvenience to nearby neighbors.  Rather than an 18 to 24 month project the revised schedule for this utility work on the Bonita Canyon Road segment between Culver and Sunnyhill, will be 6 to 7 months.  The actual closure of this segment is anticipaged to begin on May.

Mindful of other issues that a road closure might create, residents suggested a number of conditions which should be followed during the closure and the City agreed to impose those conditions as well as other safeguards it felt important.  Among those conditions are the following:

In order to more fully communicate the details of this project and its impact, we will be sending you a newsletter in the coming weeks, and The Irvine Company intends to maintain an open line of communication with surrounding residents throughout the entire constuction and marketing process.  For the first time, the Internet will play a major role in keeping people up to date on construction milestones, detours, progress and a variety of other news associated with the development process.  Through a web site, e-mail, signs and a call-in phone line, we will include everyone in the process of building a new village.
